Creating an Outbound Chatbot

I am relatively new to the ChatGPT API and would like to know how feasible it is to create an outbound chatbot. By “outbound chatbot,” I mean a bot capable of initiating contact, reaching out to someone with a specific goal in mind, never taking direction or orders from their interlocutor, reformulating or clarifying its request, and then either achieving its goal or gracefully terminating the conversation.

For instance, my use case involves contacting a web store’s customer service via chat to cancel an order. If the representative resists the request, the bot should be able to escalate the issue to a manager. Is this possible to achieve using the ChatGPT API? How complex would such a task be?
